The penalty sliders can at times be hypersensitive if set erratically. So with these sliders, seeing roughly 2-5 total penalties per game (which are my results) is actually a plus. Giving the game another layer of momentum shifting. Penalty sliders also affect the gameplay behavior.

I played a FCS school with a 93 overall team and won 48-14, then played them on the Heisman/Heisman penalty adjusted and it played much more realistic.

I run my AI sliders on 40 till kicking, punting and kickoff which stays at 50. And CPU is 60 until kicking, punting, and kickoff with is also at default. For what you want bump up the user interception slider to like 60-65. Crank up injuries as well but beware your QBs will be hurt disproportionately often.
