I think 8-9 is the most efficient in terms of stamina, it'll give you the most bang for your buck. But 28-2 is WAY faster, it also has a higher chance to raise links than 8-9 so it's better for level 8 and 9 links, it gives blue incredible gems too. I just run 28-2 at all times now. But if you're very patient then run 8-9.
